Professional Experience

Leveraging over 30 years of business and legal experience, both in the public and private sectors, Doreen is the Vice President and a Principal Consultant at Robinson Global Management Inc. (RGM), a boutique multidisciplinary firm specializing in procurement consulting, advisory and training services. RGM is a Certified Women Business Enterprise (WBE) and recipient of WBE’s 2021 Top Supplier of the Year, WBE's 2020 Canada Leader Award for exemplary leadership and community recognition, as well WBE’s 2019 Rising Star Award for achievements in supplier diversity, economic, business, and innovative impact.

As a Principal Consultant, Doreen delivers consulting services in public sector, infrastructure, information technology and public private partnership (PPPs) and alternative delivery procurements. On the public side, as a Principal Consultant, Doreen has led and delivered end to end procurement consulting, advisory and training services; PPP procurement and transaction advisory services; procedural fairness monitoring services; bid dispute review services; risk review services; and contract & vendor management and negotiation services for multiple client teams on significant, high profile, complex and sensitive transactions. Her public sector career experience includes her role as Vice President, leading the Project Procurement team at Infrastructure Ontario, the PPP delivery organization for Ontario. In this role, she led the execution of procurement activities in all phases of the PPP portfolio for the Province of Ontario, as well as in the development of procurement templates and documents, evaluation frameworks, policies and procedures, and vendors of records. Doreen's past and current PPP procurement portfolio, valued up to $2B CAD, have included both in Canada and now expanding globally, in affordable (social) housing, entertainment facilities, jails, courthouses, large I&IT solutions, biosolids management, energy development and planning, transit, and healthcare facilities.

Education

Doreen holds a Bachelor of Laws and a Bachelor of Commerce from the University of Windsor, Canada. She also holds a Bachelor of Arts from the University of Toronto, Canada. In her previous professional role, her legal practice was in Commercial Transactions and I⁢ she maintains her standing with the Law Society of Ontario, Canada. 

In September 2021, Doreen was honoured to be a participant in the first global cohort in Global Center on Adaptation’s Masterclass on Climate-Resilient Public-Private Partnerships in September 2021: https://gca.org/gca-to-launch-masterclass-on-climate-resilient-public-private-partnerships/. In addition, in November 2021, Doreen successfully earned the Climate-Resilient Infrastructure Officer (CRIO) designation for Public-Private Partnership (P3) practitioners.

Doreen is currently a member of an international and multidisciplinary working group of subject matter experts, under the auspices of the United Nations, to develop a guide on Green and Sustainable PPP procurement for the SDGs for 2024 roll-out.  In addition, Doreen is an associate with the Climate Risk Institute (CRI), Ms. Wong is Lead Curriculum Developer and Lead Instructor for the Climate-Smart Policy & Procurement course being offered by the CRI as a part of one of its flagship Infrastructure Resilience Professional (IRP) Credentialing program for engineers and other infrastructure professionals.
