INTERNATIONAL SUSTAINABLE RESILIENCE CENTER FOR PPPS - ISRC (ARLINGTON, VA / NEW ORLEANS) – SENIOR VICE PRESIDENT – 2017 - ongoing:

Senior Advisor and leadership team member of the ISRC (www.ippprc.org) which is affiliated with the UNECE PPP COE in Geneva. At the center, David serves as a sustainability advisor / thought leader / consultant on advancing PPP best practices that promote resilient infrastructure programs and procurement. The resilience best practices include understanding the macroeconomic, political, and geospatial factors that impact strategic national planning initiatives on how to build sustainable and bankable national infrastructure pipelines.

INDEPENDENT CONSULTANT – (ARLINGTON, VA) – 2017 - ongoing:

Currently an independent consultant to governments around the world on procurement, national strategic infrastructure planning and PPP procurement strategies for critical infrastructure that is supportive of economic development.

WAPPP Strategy Committee member in association with UNECE.  Advising on PPP global reforms and the promotion of transparency and capacity building in public and private sector institutions

DAI - PROCUREMENT AND PPP INVESTMENT ADVISOR – 2020 - ONGOING

Procurement and PFM advisor on the USAID PFM / PPP Project supporting governance capacity building, national procurement guidelines development, and PPP procurement best practices in the Maldives  Also focused on developing strategies to develop an environment favorable to foreign investment.

WORLD BANK (PART TIME CONSULTANT) – PPP PROCUREMENT CAPACITY BUILDING PROGRAM (RIYADH – SAUDI ARABIA) - PPP POLICY AND CAPACITY BUILDING ADVISOR – 2018 – 2019 / 2021):

Senior advisor under the umbrella of the World Bank to the Saudi Ministry of Economy and Planning (Vision 2030 initiative) to help build the capacity of the Privatization and PPP Unit and prepare new Privatization PPP guidelines and law. Also focused on developing strategies to develop an environment favorable to foreign investment

IP3 / TETRA TECH (ARLINGTON, VA) – DIRECTOR / VICE PRESIDENT – 2013 TO 2016:

IP3 Director, advisor, and programmatic and thought-leadership, on infrastructure project planning related to Public Private Partnerships (PPPs) with donors, aid agencies, international development banks, and governments. Worked with both public and private sector clients.

JACOBS ENGINEERING (ARLINGTON, VA) – INTERNATIONAL DEVELOPMENT BUSINESS DIRECTOR/ PROGRAM MANAGER - 2006 TO 2013:

Program lead for Jacobs’ Millennium Challenge Corporation (MCC) account, US Federal Agency transportation planning project manager and consultant, and strategic advisor to Jacobs’ infrastructure program leadership on global growth strategies. A major focus of the MCC program was ensuring that competitive and transparent procurements were initiated and that they were aligned with national strategic objectives of host countries. Also led natural resource planning consulting team.

BOOZ ALLEN HAMILTON (SALT LAKE CITY / TYSON’S CORNER) – ASSOCIATE AND SENIOR PROJECT MANAGER – 2002 TO 2006:

Natural Resource Planning, regional economic planning, and infrastructure (Energy, Transportation, Concessions) on Federally Managed Public Lands, advisor on international pursuits, organizational change management for federal agencies.

ENTRANCO ENGINEERING (SALT LAKE CITY, UT) - TRANSPORTATION AND PLANNING MANAGER – 1999 TO 2002:

Transportation and environmental (NEPA) planning for Federal, State and Local Government clients.

SALT LAKE COMMUNITY COLLEGE (SALT LAKE CITY, UT) – ADJUNCT PROFESSOR – 1997:

Taught effective communications, business communications, and geography.

HUMAN SCIENCES RESEARCH COUNCIL (SOUTH AFRICA) – CHIEF RESEARCHER AND MANAGER - 1996 TO 1997:

Program manager of environmental and social development programs in partnership with the South African Department of Environment and Tourism, foreign donors (USAID, Danish Aid, and the World Health Organization). Focus was on developing critical infrastructure programs in impoverished rural communities.
